Director with Lincolnshire County Council
Richard Wills is an Executive Director with Lincolnshire County Council.
He graduated from Leeds University in 1978 and qualified as a chartered civil engineer in 1982 working primarily on highways and waste management. In the late 1990s, Richard worked on Cornwall’s Objective One (an EU funding programme) strategy.
At Lincolnshire County Council he has responsibility for economic regeneration, environment, planning, highways and transport, heritage and culture and adult education.
As well as his role on the LEP board, Richard is an advisor to the Local Government Association (LGA) on environmental matters and represents the LGA on Defra’s Flood and Coastal Erosion Risk Management Programme Board.
He is also a member of the University of Lincoln’s Business School Advisory Board.
